The 16th Plenary of Telangana Rashtra Samithi (TRS), the ruling party, which will be held at BBR gardens at Komapally in the city on April 21 is ready to start. The annual plenary of ruling TRS will be held on a sprawling open area, adjoining the highway at Kompally here, on Friday. The event will be marked by the election of Chief Minister K. Chandrasekhar Rao as the party president for the eighth time.

TRS supremo, Telangana crusader and Chief Minister K Chandrasekhar Rao has been named as the President of the TRS. TRS senior leader Nayani Narasimha Reddy, who acted as the presiding officer, announced KCR’s name for the party president along with party’s another senior leader and MP K Keshava Rao. The party leaders said that it is unanimous decision to elect KCR as party president.

Earlier speculations had it that KTR would be elevated as the party president. However, contrary to those reports, KCR has been elected once again.

Meanwhile, party’s plenary is going to be held today at Kompally in Hyderabad. This will be followed by party’s massive public meeting on April 27th in Warangal commemorating TRS party’s formation day. Huge arrangements have been made for plenary.

Plenary to discuss way forward for State

-To discuss seven resolutions ranging from strengthening rural economy to ushering in golden era for welfare.

The plenary session of the ruling Telangana Rashtra Samithi (TRS) at Telangana Pragathi Pranganam in suburban Kompally will discuss a host of issues after the unanimous election of Chief Minister ”K.Chandrashekar Rao” as president of the party.

Recently, TRS created a record with a membership of 70 lakh. After the election of the president, the plenary will discuss seven resolutions ranging from strengthening rural economy to ushering in a golden era for welfare. KCR has appointed a resolution committee headed by K Keshav Rao, MP, to draft resolutions on the eve of the party completing three years of rule.

About 15,000 party workers right from village sarpanch to Member of Parliament will be attending the plenary. Elaborate arrangements have been made for the grand success of the programme. Separate enclosures have been made for sarpanches, MPTCs, MPPs, ZPTCs, MLAs, MPs and Ministers.In view of the scorching heat, necessary care has been taken to arrange air conditioning facility all over the Telangana Pragathi Pranganam pandal. Cool water sachets and buttermilk will be supplied. For lunch, 26 varieties — both vegetarian and non-vegetarian — have been lined up. To prevent a rush, dining facility has been arranged adjacent to various enclosures.

Resolutions

The resolutions will highlight the three-year rule of TRS government and also lay out the roadmap for the coming years. There will be a brief discussion on each resolution.

Golden era in welfare

This resolution will be moved by Payam Venkateshwarlu, MLA, and supported by Budhan Baig, Chairman, State Industrial Corporation.The Telangana Reservation Bill providing 12 per cent reservation to Muslims and Tribals, Kalyana Lakshmi, Shadi Mubarak, KCR Kit, enhanced pensions for different sections besides providing pension to 8 lakh beedi workers and single women will come up for discussion.

New trends in irrigation and agriculture

This resolution will be moved by S Niranjan Reddy, Vice-Chairman, Telangana Planning Commission and supported by Rasmai Balakishan, Chairman, State Cultural Society. Free fertilizers for farmers recently announced by the Chief Minister, completion of loan waiver, status of irrigation projects and necessity for redesigning will be discussed.

Strengthening rural economy

Konda Surekha, MLA, will move this resolution while RTC Chairman, Somarapu Satyanaryana, will second it. For the first time, Telangana government has created Most Backward Classes (MBCs) category and allocated Rs 1,000 crore budget to encourage caste-based professions. Sheep rearing, pesi culture and piggery subjects will also be discussed.

Investments, establishment of industries

Palla Rajeshwar Reddy, Government Whip, will move this resolution and B Venkateshwarlu, MLC, will support it. Success of TS-ipass, setting up of international IT units in Hyderabad, global investments, uninterrupted power supply to industries, nine hours free supply to agriculture are some of the prominent things that will be discussed.

Novel procedures and welfare schemes

B Vinod Kumar, MP, will move this resolution while Balka Suman, MP, will support it. Schemes such as establishment of 119 residential schools for BCs, 204 for minorities and 154 for SCs, STs in corporate style besides distribution of clothes to the poor during Ramzan and Christmas will be discussed. From next Dasara, the government plans to extend this scheme to the poor among Hindus also.

Mission Bhagiratha

Mission Bhagiratha Vice-Chairman Prashant Reddy will move this resolution while Chinta Prabhakar, MLA, will support it. Appreciation by CWC and decision of eight States to emulate the TRS government’s flagship programme, will be explained to the members.

War on social evils

Naradas Laxman Rao, MLC, will move this resolution while Gongidi Sunita, Whip, will support it. The TRS government’s commitment to eradicate social evils will be discussed. After coming to power, the TRS government rooted out cheap liquor in the State and rehabilitated the families engaged in brewing of ‘gudamba’.

This apart, Keshava Rao will move amendments to party’s rule book. P Krishnamurthy, Chairman, TSMIDC, will support it. The plenary will conclude with Chief Minister’s address.
