TS to penalise Town Planning officials for delayed permissions

Hyderabad: The State government is considering imposition of penalties against officials of the City and Town Planning Department in case of delay in issuing building permissions sought under Development Permission Management System (DPMS) on the lines of TS-iPASS.

Though there is a provision for slapping a penalty of Rs 1,000 for every one day of delay against the erring staff, the government did not implement the same so far. The DPMS introduced in June last year received good response with majority of applications being disposed within 21 days after submission.

Interacting with the officials of city and town planning department from all Urban Local Bodies (ULCs) at the Institute of Engineers (India) here on Monday, Municipal Administration and Urban Development Minister KT Rama Rao said the government introduced DPMS to ensure transparency and speedy clearance of building permission applications.

Further, maximum number of days for issuing permissions was recently reduced from 30 days to 21 days, removing unnecessary delay in issuing permissions, on the lines of TS-iPASS.

“The new system has reinforced people’s trust in the government through speedy and effective e-governance. Besides improving overall efficiency, it has also given a fresh boost to construction sector,” Rama Rao said.

He wanted the officials to gain a grip over operation of the system and intimate the applicants about documents shortfall within a week of their submitting the application. Further, the Minister explained the State government’s priority projects which included expansion of major roads in district headquarters, curbing illegal constructions and also protection of vacant government lands among others.

“City and Town Planning department should work in coordination with the municipal commissioners concerned for protecting open plots in ULCs,” he said. He also wanted the officials to expedite disposal of Land Regularisation Scheme (LRS) and also suggest introduction of latest technology to improve administration.

The Minister also sought feedback on the reforms being introduced in the City and Town Planning Department. He assured to resolve pending issues of the officials and explained his plans to convene a meeting with them every three months. GHMC Commissioner G Janardhan Reddy, HMDA commissioner T Chiranjeevulu, Director of Municipal Administration TK Sridevi, and other officials also attended the meeting.
