‘Watchdog mechanism must for good democracy’

Warangal Urban: Former civil servant Dr Phani Kumar stressed on the need for people’s vigilance and watchdog mechanism are must for a good democracy. He said that the democratic system in India was suffering from different maladies including the ‘judicial activism’.

Delivering the 13th endowment lecture in memory of late Prof P A James of the Public Administration department on the topic “What ails our democracy?” at Senate Hall on Kakatiya University campus here on Thursday, Dr Phani Kumar said that all three organs of democracy should not cross their boundaries at any cost as they are not supposed to cross the limits as per the constitution.

Explaining the deficiencies in the present electoral democratic system, he lamented that those who polled about 20 percent of the total votes are becoming the lawmakers. “They do not represent 80 percent of the voters. It is the main drawback in this system,” he opined.

He also said that all three organs-legislature, executive and judiciary- are failing to address the real issues of the people.

“Many of the governments are not implementing the ruling party’s election manifesto. But they come up with new policies which were not ‘approved’ by the voters,” he alleged and stressed on the mechanism to keep a watch on the government to see that the people’s issues are resolved.

KU registrar Prof K Purushotham, Head of Public Administration and HRM Prof G Pani, Prof P Narasimha Rao, Prof TV Sujatha Kumari and others were present.
