Telangana stands out in Swachh Bharat; over 5L toilets built

Hyderabad: In a span of few months this year, the State government constructed lakhs of Individual Household Latrines (IHHLs), say officials from the office of the Commissioner and Director of Municipal Administration (CDMA) office.

The pace of construction is such that even the Swachh Bharat Website notes that the State had constructed 5.14 lakh toilets up to November this year.

With November 19 marking World Toilet Day, the State surely stands out as it has seen an astronomical rise in the number of IHHLs constructed. Beginning with just 85,798 toilets in 2014-15, after the State formation, the number of toilets constructed in the State shot up to a massive 14,72,390 in just a matter of three years.

CDMA officials attribute the rise in the number of toilets to increasing awareness about public health and the ills of open defecation. “There have been many awareness programmes which highlighted the importance of having a toilet at home. It seems like the people have learnt from the sessions and have chosen to have a toilet in their homes,” CDMA Additional Director K Phalgun Kumar, told Telangana Today.

This year – from March onwards – CDMA received close to 1.5 lakh applications from people across the State seeking construction of toilets in their houses. “Of the 1.5 lakh applications, we have completed constructing close to 1.4 lakh toilets in all the districts. We are looking to complete their construction before we take on more works,” he added.

Another factor that has accelerated interest in in this scheme has been the monetary support extended by the State and Central governments to the beneficiaries. “Overall, the beneficiary is given Rs 12,000, of which the State government bears Rs 8,000 and the Centre Rs 4,000. This money is used in the construction of the IHHLs and for proof, pictures are uploaded onto the website,” said Kumar.

The sanction for toilets is done by the District Collectors as per the request of the Mandal Parishad Development Officer (MPDO). Post-approval, an account is opened for the Village Water and Sanitation Committee with a nationalised bank which will have the sarpanch and panchayat secretary among other officials as joint signatories.

The amount of Rs 12,000 is then deposited into the account for the construction of the IHHLs.
