Telangana Chief Secretary to lead official team to SA, Brazil

Hyderabad: The State government has decided to send high-level delegation to Brazil and South Africa to study the rural administration system in the two countries.

Chief Secretary S P Singh will lead the 15-member team which would in its first phase visit the two countries to study the rural administration system. The delegation would leave from Hyderabad on December 4 on the 10-day tour.

The study team was constituted to suggest best practices in various countries for inclusion in the proposed new Panchayat Raj Act of the State government. Singh has vast experience in the functioning of Panchayat Raj system as he had earlier served as Special Chief Secretary of Panchayat Raj department in undivided Andhra Pradesh before his elevation as Chief Secretary.

The State government wanted stringent provisions to make public represesntatives accountable in the new PR Act, and planned to adopt some of the practices followed in various countries and States. The team members will mainly focus on the size of the villages, budgetary provisions, collection of taxes, duties of local bodies, digitalization of services at village level.

After Brazil and South Africa, the team is expected to visit some more countries such as Australia besides some States in the country, but the tour schedule is yet to be confirmed. “New Panchayats will be formed after the team submits it report. Chief Minister K Chandrashekar Rao is keen on Panchayats becoming more powerful and at the same time, be accountable,” Deputy Commissioner, Panchayat Raj, P Rama Rao told Telangana Today.
